A 10 year old is not emotionally mature enough to engaging in that kind of contact. The 16 year old is putting the younger party in a situation that could be very emotionally damaging for someone that young. 16 may not be a legal adult but still is far more developed than a 10 year old
16 is legal age of consent, 10 is not. They cannot consent and it would be legally considered child molestation. Being a minor doesn’t protect you from getting in trouble for that.
