Dogs should be surgically muted from birth. People s*** a** at training their mutts and often can’t be bothered to try. But trying to take their dogs from them is a lost cause (nor would I even want that- animal companions are extremely important and therapeutic far beyond their stupid noise pollution). It would literally be easier to require them to have the dog surgically muted. It could ‘bark’ all it f****** wants from then on and never cause a disturbance.

Furthermore, if the dog is truly anxious, NO ONE else ever need suffer EXCEPT the owners when they come home to a wrecked house because a rambunctious dog won’t JUST bark like a maniac for all hours of the day. Additionally, if dogs need to get anyone’s attention, they always do so bodily anyway, not JUST with their voice, so service dogs would still be plenty capable even if muted.

Barking is unnecessary basically everywhere except animal herding, and even that happens on MASSIVE properties, far outside the earshot of any nearby neighbors. If your dog isn’t for herding, it doesn’t need to bark. Period.
