Umm, I would think it should be easy to catch these water thieves, just follow the water. Are thieves hooking up a hose to someone’s water spicket? Are they hooking up somehow to a water tower? If you notice a significant rise in your water bill, maybe you should get ahold of your water company, or police? I know they aren’t stealing buckets of water from people’s swimming pools.LOL I just can’t believe these water thieves can go undetected for any length of time. If they do, somethings wrong.
