Since Putin will NOT take the bait and intervene in Ukraine, then it will be necessary for Ukraine to attack Russia. Perhaps an attack on the Crimean Peninsula. If Russia dares to defend then it will be blamed for slaughtering innocent Ukrainians and for starting a war.

The ‘other guy started it’ has always been the refrain. Making the claim at least appear to be half plausible to the US public is all that is necessary.
