It’s not true.

The clock must be broken because sometimes you can’t post for two hours, three hours or four hours. It appears that someone else must make a new post after you and then you can post again. If there is not a new post for three hours after you post, then you will be waiting for three hours.

Perhaps the site owner is not able to change it.
