First of all, you are way too young to be experiencing with any type of physical relationship. Second of all, don’t be a bad influence on your friend. How do you know she’s even interested in trying anything physical? Third of all, don’t be that bad friend who introduces sex, drugs, and rock & roll to your friend. You are 13 years old and should be somewhere reading a book, playing with dolls, and riding a bicycle. Where are your parents for heaven’s sake?
she’s not a baby most 13 year olds who are dating are physical. If she wants to do something she should be able to do it (if its consensual of course) don’t go treating her like crap just because she wants to kiss her girlfriend.

Just do it. When you are close to her, lean over and put your lips on hers. If you feel her mouth open, open yours and find her tongue with yours.
